Gabuya, Director IV at National Program Manager ng 4Ps, na sa bawat anibersaryo ng programa, kanilang tinitingnan ang pinagsimulan at kung ano na ang narating ngayon. Aniya, layunin ng administrasyong Marcos na maibaba ang poverty incidence sa 9% o single-digit bago matapos ang 2028.<\/p>\n\n\n\n<p>\u201cWe would like all our graduates of 4Ps to achieve the level 3\u201d pahayag ni Gabuya. Idinagdag din niya na hangad nilang lahat ng graduates ng 4Ps ay umabot sa \u201clevel 3\u201d o ganap na pag-unlad mula sa kahirapan. Sa kasalukuyan, nasa 15.5% pa rin ang poverty incidence sa bansa.<\/p>\n\n\n\n<p>Ayon sa Section 9 ng RA 11310, mahalaga ang convergence o pagtutulungan ng iba\u2019t ibang ahensya. Kabilang dito ang pagbuo ng National Advisory Council (NAC) at ang pagsasama ng mga lokal na pamahalaan (LGUs) sa programa.<\/p>\n\n\n\n<p>Binanggit din ni Gabuya ang Strategic Framework ng NAC, ang \u201cPugay Tagumpay Relocation,\u201d at 62 RAC Resolutions mula 2020 hanggang 2025. Pinasalamatan ni Pangulong Ferdinand R. Marcos Jr. ang mga benepisyaryo at sinabing, \u201cSila\u2019y hindi sumuko.
