Zaldy Co.<\/p>\n\n\n\n<p>Sa pagpapatuloy ng pagdinig ng Senate Blue Ribbon Committee sa pamumuno ni Senate President Pro-Tempore Panfilo Lacson, pormal nang nagsumite ng sinumpaang salaysay si Alcantara na nagdetalye sa halos lahat ng anomalya sa ghost at sub-standard projects sa flood control program.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"940\" height=\"788\" src=\"https:\/\/roadnews.net\/wp-content\/uploads\/2025\/09\/picture-roadnews-84.png\" alt=\"\" class=\"wp-image-2840\" srcset=\"https:\/\/roadnews.net\/wp-content\/uploads\/2025\/09\/picture-roadnews-84.png 940w, https:\/\/roadnews.net\/wp-content\/uploads\/2025\/09\/picture-roadnews-84-300x251.png 300w, https:\/\/roadnews.net\/wp-content\/uploads\/2025\/09\/picture-roadnews-84-768x644.png 768w\" sizes=\"auto, (max-width: 940px) 100vw, 940px\" \/><\/figure>\n\n\n\n<p>Bukod sa nabanggit na mambabatas, sinagasaan din ni Alcantara si&nbsp;ex-Public Works and Highways Undersecretary Robert Bernardo na kanyang hepe sa maanomalyang flood control projects.<\/p>\n\n\n\n<p>\u201cAccording to Undersecretary Bernardo, the [General Appropriations Act or GAA] insertions in 2024 amounting to P300 million, he told me were for Sen. Bong Revilla, who at that time was running for senator for 2025. Undersecretary Bernardo told me: \u2018Henry, that\u2019s for Senator Bong, maybe you\u2019d like to help him,\u201d ayon kay Alcantara.<\/p>\n\n\n\n<p>Isinangkot din niya sina Villanueva at Estrada sa flood control scam. &nbsp;<\/p>\n\n\n\n<p>\u201cIn 2022, Senator Villanueva requested a multipurpose building project worth P1.5 billion.<\/p>\n\n\n\n<p>\u201cOut of the P1.5 billion, only P600 million was granted as funding for the multipurpose building. Since this was not fully approved, Undersecretary Bernardo and I were forced to find a way. Senator Joel did not ask for a specific project or percentage, but Undersecretary Bernardo ordered that he instead be given a project equivalent to 25 percent or \u20b1150 million with a designated proponent,\u201d ayon kay Alcantara.<\/p>\n\n\n\n<p>\u201cBecause of this, Senator Joel was given unprogrammed appropriations in 2023 amounting to P600 million, all of which were flood control projects. Sen. Joel did not know that the projects allocated to him were flood control projects, because, to his knowledge, Senator Joel did not want flood control projects,\u201d dagdag niya.<\/p>\n\n\n\n<p>Sinabi ni Alcantara na dinala nito ang halagang P150 milyon sa rest house ni Villanueva sa<\/p>\n\n\n\n<p>Barangay Igulot, Bucayo, sa Bulacan, at ibinigay ang pera sa empleyado ni Villanueva na nakilalang si Peng.<\/p>\n\n\n\n<p>\u201cI told Peng to give it to the boss. It\u2019s just some aid for his future plans. They did not know that it came from a flood control project,\u201d ayon kay Alcantara.<\/p>\n\n\n\n<p>Hinggil kay Estrada, sinabi ni Alcantara na: &nbsp;\u201cWe were at the 2024 budget hearing in the Senate, I was with Undersecretary Bernardo\u2026 Undersecretary Bernardo asked me if I still wanted to add anything since there was still P355 [million] available \u2014 according to Undersecretary Bernardo, it was for SJE.\u201d<\/p>\n\n\n\n<p>Pero, wala siyang direktang komunkasyon kay Estrada.<\/p>\n\n\n\n<p>Dati nang nakulong sina Revilla at Estrada sa pork barrel scam sa panahon ni dating Pangulong Benigno Aquino III ngunit nakalaya sa panahon ni dating Pangulong Rodrigo Duterte na nakulong ngayon sa International Criminal Court.<\/p>\n\n\n\n<p>Bukod sa tatlong mambabatas, isinangkot din ni Alcantara si Co sa anomalya.<\/p>\n\n\n\n<p>\u201cIn September 2021, Cong. Zaldy Co and I met in a gathering at Shangrila Bonifacio. We were able to talk there about the plan of Cong. Zaldy to try to get funds into my district for various projects,\u201d ani Alcantara.<\/p>\n\n\n\n<p>Pagkatapos ng isang buwan, sinabi ni Alacantara na isinumite niya ang listahan ng proyekto sa flood control.<\/p>\n\n\n\n<p>\u201cThese projects came out in the GAA of 2022 \u2014 six projects in all. And as I remember, the first was P519 million. In a span of four years, from 2022 up to 2025, Cong.
