Hiniling ni Senador Francis \u201cKiko\u201d Pangilinan kay President Ferdinand \u201cBongbong\u201d Marcos Jr. na i-certify as urgent ang Senate Bill No. 1215, na lilikha ng Independent People\u2019s Commission (IPC) upang mag-imbestiga ng anomalya sa lahat ng   government infrastructure projects sa gitna ng multi-billion-peso flood control corruption scandal.<\/p>\n\n\n\n

Inawtor ang\u00a0SB No. 1215 nina Senate President Vicente \u201cTito\u201d Sotto III at Senador Erwin Tulfo at Risa Hontiveros.<\/p>\n\n\n\n

\u201cHinihiling natin sa Pangulo na i-certify as urgent itong panukalang batas na ito,\u201d aniya sa kanyang opening statement sa ginanap na pagdinig ng \u00a0Senate Committee on Justice and Human Rights \u00a0nitong, October 22.<\/p>\n\n\n\n

Sinabi ni Pangilinan, chairman ng komite na magiging permanente at non-partisan body ang IPC na nakatuon lamang sa pag-iimbestiga ng anomalya sa lahat ng infrastructure project ng gobyerno.<\/p>\n\n\n\n

\u201cKung maiisasabatas ang komisyong ito ay magiging mas malakas at mas malaya kumpara sa kasalukuyang ICI sa ilalim ng isang executive order. Ang Senate Bill No. 1215 ay nagbibigay sa IPC ng statutory permanence, ganap na kalayaan, at garantisado ang transparency at fiscal autonomy,\u201d giit ni Pangilinan.<\/p>\n\n\n\n

Sa panukalang batas, sinabi ni Pangilinan na palalakasin ang kapangyarihan ng komisyon Kabilang ang istruktura at pondo nito upang protektahan ang IPC laban sa pamumulita.
 <\/p>\n\n\n\n

\u201cThe IPC will also cover all types of national and local government infrastructure projects, including those in education, agriculture, flood control, disaster resilience, and many others,\u201d ayon sa senador.<\/p>\n\n\n\n

Nakatakda sa panukala, inaatasan ang IPC na magsumite ng final report sa Pangulo at Kongreso sa loob ng 30 araw pagkatapos ng imbestigasyon at ilalantad sa publiko ang report.<\/p>\n\n\n\n

Naunang binuo ang  Independent Commission for Infrastructure, sa pamamagitan ng  Executive Order No. 94 ni  President Ferdinand R. Marcos Jr., na kasalukuyang nag-iimbestiga sa corruption scandal sa flood control projects na kinasasangkutan ng ilang miyembro ng Kamara at Senado.<\/p>\n\n\n\n

Samantala, inihain naman ni dating Senate President Francis \u201cChiz\u201d Escudero na kalapin ang suporta ng taumbayan at local government units sa mga proyekto bago ipatupad sa kanilang lugar.<\/p>\n\n\n\n

 \u201cSa dami ng mga lumitaw na problema sa mga government infrastructure projects kabilang na ang mga substandard at \u2018ghost\u2019 flood control projects, kailangan talaga na gumawa ng makabuluhan na solusyon para hindi na nasasayang ang pera ng bayan sa katiwalian,\u201d ayon kay Escudero. <\/p>\n\n\n\n
