Sinimulan ng  Senate Blue Ribbon Committee nitong Huwebes ang itinuturing na  money-making scheme sa Bureau of Internal Revenue (BIR) sa pagpapalabas ng Letters of Authority (LOA).<\/p>\n\n\n\n

Sa kanyang  opening speech, binatikos ni Senador Erwin Tulfo ang pang-aabuso at paggamit bilang sandata ng korapsiyon ang    LOAs at mission orders (MOs) ng ilang tauhan ng BIR base sa reklamo ng ilang maliliit na negosyo at international companies.<\/p>\n\n\n\n

Kasabay nito, nangako naman ni dating BIR Commissioner Romeo Lumagui na tutulong siya sa Blue Ribbon Committee upang ilantad ang lahat hinggil sa naturang isyu upang upang magkaroon ng kalutasan.<\/p>\n\n\n\n

Sa kanyang statement, sinabi ni Tulfo na maraming taon ang nakalipas na nagrereklamo ang ilang negosyante hinggil sa hindi pantay na tax assessment bagkus nahaharap sila sa panggigipit, intimidasyon at kuwestiyonableng demand kapalit na pagbawi  o kundi man pagpapalabnaw sa imbestigasyon sa pagbubuwis. <\/p>\n\n\n\n

“Kahit mga international companies, hindi ninyo pinatawad pinatos na ninyo (Even international companies were not spared)… Let me be clear the purpose of LOAs and MOs is to ensure the taxes owed to the government are collected properly, transparently, and lawfully. Hindi ito dapat gamitin na sandata ng pananakot o instrumento ng corruption,\u201d ayon kay Tulfo.<\/p>\n\n\n\n

Sinabi ng senador na kumikita ang BIR personnel mula sa panghuhuthot nila sa negosyante na umaabot sa 25% ng nakokolektang buwis mula sa   LOAs at MOs.<\/p>\n\n\n\n

“If these complaints were true, then we’re looking into systemic abuse that harms not only individual tax payers also the nation’s business climate and international reputation. Kapag nawalan ng tiwala ang negosyo — local man or foreign —  nawawala ang trabaho. Nawawala ang kita at oportunidad para sa aitng mga kababayan,\u201d giit ng senador.<\/p>\n\n\n\n

Samantala, tiniyak naman ni Lumagui na makikipagtulungan siya sa komite upang tukuyin ang lahat ng isyu na bumabalot sa BIR at maglatag ng pamamaraan sa paglutas nito.<\/p>\n\n\n\n

Katunayan, aniya, nakapaglatag na siya ng apat na pangunahing programa upang masugpo ang katiwalian sa ahensiya tulad ng pagpapatatag sa integridad at propesyunalismo sa institution at empleyado.<\/p>\n\n\n\n

\u201cNumber two, of course, in conjunction with the excellent or bringing about the integrity and professionalism of the institution. We focused also on the digitalization program of the BIR. That would focus also on integrity and professionalism as well as give excellent tax payers service,\u201d aniya.<\/p>\n\n\n\n

Kaya naman, giit pa Lumauig bilang tugon sa pagkuwestiyon ni Tulfo na kanilang inilatag ang pagbibigay ng magandang serbisyo sa mamamayan na nakikipag-usap sa  iba\u2019t-ibang tanggapan ng BIR.<\/p>\n\n\n\n

\u201cAt pang-apat po, of course, to level the playing field, dahil iito pong fearless and aggressive force activities which meant not just to collect taxes from the big-time tax evaders,\u201d ayon kay Lumauig.<\/p>\n\n\n\n

Kaya naging focus umano ng task force na ginawa ng kanyang pamunuan na habulin ang mga tax evaders kabilang ang mga malalaking negosyante na napatunayang nandadaya sa pagbabayad ng buwis.<\/p>\n\n\n\n

 \u201cThat’s why we went all out war, we raged all out war against illicit trades and all these illicit traders. And this is also, again, as I mentioned, not just to collect taxes from the big-time tax evaders, but also to protect the legitimate tax payers and legitimate businesses because we want to level the playing field,\u201d ayon sa dating komisyunado.<\/p>\n\n\n\n

Bukod kay Lumauig, dumalo din sa pagdinig sina   Finance Secretary Frederick Go, BIR Commissioner Charlito Mendoza, at ex-BIR Commissioner Kim Henares.<\/p>\n\n\n\n
