Muling tinindigan nina  Senadora Loren Legarda at Pia Cayetano ang kanilang suporta sa Expanded Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act of 2025 bilang proteksiyon sa kabataan.<\/p>\n\n\n\n

Sa pahayag, sinabi ni Legarda na aamyendahan ng panukala ang Republic Act No. 11930 upang palakasin ang mga proteksyon laban sa nagbabagong pamamaraan ng pagsasamantala sa bata sa digital space.<\/p>\n\n\n\n

Kasabay nito, ipinagtanggol ni Senadora Pia Cayetano, bilang isponsor, ng Senate Bill 1819, ang panukala na magbibigay nang higit na proteksiyon sa bata sa gitna nang  umuunlad na digital age<\/p>\n\n\n\n

\u201dBilang batang mamamahayag, gumawa tayo ng dokumentaryo batay sa aklat na \u201cThey Are So Sweet, Sir,\u201d na naglahad ng buhay ng mga Pilipinang biktima ng trafficking sa loob at labas ng bansa noong dekada \u201970 at \u201980, na nagpapakita na ang trafficking ay isa nang pandaigdigang suliranin bago pa ang pag-usbong ng makabagong teknolohiya,\u201d ayon kay Legarda.<\/p>\n\n\n\n

Para naman kay Cayetano, layunin ng panukala na ibandila sa buong mundo na non-negotiable ang kaligtasan ng ating kabataan kaya\u2019t pinapalakas ang batas upang masugpo ang pagsasamantala ng dayuhan ng bulnerableng kalagayan ng ating mamamayan.<\/p>\n\n\n\n

\u201cWith this measure, we are affirming the dignity and safety of every Filipino child, on-screen and off-screen. We are telling the world that our children\u2019s safety is non-negotiable,\u201d declared Senator Pia S. Cayetano during the co-sponsorship of Senate Bill No. 1819 (The Expanded Anti-OSAEC and Anti-CSAEM Act),\u201d ayon kay Cayetano.<\/p>\n\n\n\n

Sa kanyang tungkulin na binuo sa  Anti-Photo and Video Voyeurism Act and Expanded Anti-Trafficking Laws, sinabi ni Cayetano na lubhang bumilis ang pag-unlad ng teknolohiya kabilang ang paglaganap na Artificial Intelligencew (AI).<\/p>\n\n\n\n

\u201cThe rise of AI and sophisticated digital content has created “heightened risks” that require faster takedown mechanisms and stricter accountability for online platforms,\u201d giit ng senadora.<\/p>\n\n\n\n

Bilang chairperson ng Committee on  SDGs, Innovation, and Futures Thinking, sinabi ni Cayetano na hindi legal na pangangailangan ang pagbabantay sa susunod na henerasyon kundi ito ng moog sa sustainable development.<\/p>\n\n\n\n

Ayon naman kay Legarda: \u201cLong before I entered public service, I saw how syndicates prey on vulnerability and poverty, and how victims are silenced by fear, shame, and coercion,\u201d ani Legarda, habang inaalala ang kuwento ng mga kababaihan at mga batang nalinlang ng mga maling pangako at kalaunan ay naipit sa mga sindikatong nabubuhay sa pananakot at kawalang pananagutan.<\/p>\n\n\n\n

\u201cThrough their stories, I learned that perpetrators do not stand still. They move with technology, hide behind new fronts, and exploit every gap in law, every weakness in coordination, and every moment of institutional delay,\u201d dagdag niya.<\/p>\n\n\n\n

Binigyang-diin ni Legarda na kapag mas nagiging maparaan ang mga kriminal, hindi maaaring hindi gumagalaw ang Estado; kailangan itong tumugon sa pamamagitan ng mas matitibay na polisiya, mas matalinong pagpapatupad, at nagkakaisang pagkilos ng mga ahensya, komunidad, at mga bansa.<\/p>\n\n\n\n

\u201cThis is why I championed Republic Act 10364 or the Expanded Anti-Trafficking in Persons Act of 2012\u2014to strengthen our laws, tighten accountability, and build a more coordinated national response against an evolving crime. Today, the same logic applies with even greater urgency to online child sexual abuse and exploitation,\u201d pahayag ni Legarda.<\/p>\n\n\n\n

 Layunin ng mga panukalang amyenda sa RA 11930 na pahusayin ang koordinasyon ng mga ahensya, magpataw ng mas mahigpit na pananagutan sa mga platform na nag-ooperate o naaabot ang Pilipinas, at bigyan ng kakayahan ang mga awtoridad na masiguro at magamit ang digital na ebidensya upang makilala ang mga biktima, makabuo ng mga kaso, at makipagtulungan sa mga dayuhan.  <\/p>\n\n\n\n

\u201cThe Expanded Anti-Online OSAEC and CSAEM Act of 2025 is a necessary step in keeping our laws responsive to evolving technology and cross-border criminality. In supporting this measure, we affirm that the Philippines will not allow digital spaces, financial channels, or jurisdictional distance to become safe havens for those who profit from the abuse of children,\u201d aniya. <\/p>\n","protected":false},"excerpt":{"rendered":"
