Mistulang pinamamadali ni Senate Majority Leader Juan Miguel \u201cMigz\u201d Zubiri ang sinisingil ng travel tax sa lahat ng pasaherong lumalabas ng bansa dahil hindi na angkop ang buwis na lubhang nagpapahirap pa sa overseas Filipino workers (OFWs).<\/p>\n\n\n\n

Sa pahayag, sinabi ni Zubiri na naihain na ang   Senate Bill No. 1793 titled \u201cTravel Tax Abolition Act of 2026,\u201d sa Senate Committee on Ways and Means bilang primary committee kasama ang Committees on Finance atn Tourism bilang secondary committees.<\/p>\n\n\n\n

\u201cIt is time to abolish the travel tax. It was created in 1977, in a very different economic era, when foreign travel was seen as a luxury and the government\u2019s priority was to limit the outflow of dollars from the country,\u201d ani Zubiri.<\/p>\n\n\n\n

\u201cToday, travel is no longer just for leisure. Marami sa ating kababayan ang bumibyahe for work-related events, para mag-aral, para magpagamot o para makasama ang pamilya. So imposing a flat travel tax on every departing Filipino no longer reflects the realities of modern life,\u201d paliwanag nya. <\/p>\n\n\n\n

Sa ilalim ng umiiral na alituntundin, nagbabayad ang bawat Filipino na lumalabas ng bansa ng halagang P2,700 sa  first class passage at P1,620 sa economy class, na umaabot pa sa p6,480 kada apat kataong pamilya na magtutungo sa abroad.<\/p>\n\n\n\n

\u201cIsipin mo, kung ang pamilya mo ay gusto lamang magbakasyon o bumisita sa kamag-anak sa abroad, bukod pa sa airfare, hotel at iba pang gastos, may travel tax pa na libo-libo. Every peso counts sa ating mga kababayan kaya malaking bagay po ito para sa mga ordinaryong Pilipino,\u201d ani Zubiri.<\/p>\n\n\n\n

Unang ipinataw ito sa ilalim ng   Presidential Decree No. 1183 noong 1977 at kamalaunan nating Tourism Act of 2009, ang travel tax na kasalukuyang ginagamit sa    Tourism Infrastructure and Enterprise Zone Authority,  Commission on Higher Education at ang National Commission for Culture and the Arts.<\/p>\n\n\n\n

Sinabi ni Zubiri na tinanggal ang buwis nang walang safeguard dahil mabibigyan naman ang pam,ahalaan ng alternatibong pagpopondohan mula sa taunang   General Appropriations Act upang matiyak na tuloy-tuloy ang programa na sinusuportahan ng pangongolekta ng travel tax.<\/p>\n\n\n\n

\u201cHindi naman natin pababayaan ang tourism projects, scholarship funds o cultural programs. Ang sinasabi lang natin, kung kaya namang pondohan ng national budget, bakit kailangan pang ipasa ang dagdag na bayarin sa mga kababayan nating bibiyahe?\u201d ayon senador  mulang Bukidnon.<\/p>\n\n\n\n

 Mahigpit na ipinagbabawal ng batas sa lahat ng ahensiya ng pamahalaan o pribadong kampanya na pangolekta ang travel tax kapag tuluyan nang umiiral ang batas at kailangan ibalik kaagad ang naunang ibinigay na travel tax para sa flight na nakatakda sa eksakto o pagkatapos ng effectivity ng batas.<\/p>\n\n\n\n

\u201cKung gusto nating maging globally competitive at mas bukas sa mundo, we must also be fair to our own people.
