Sabwatan ng COA, DPWH, DBM sa flood control scandal, pinakalkal sa state auditor

Hindi lamang dapat nakasentro sa Department of Public Works and Highways (DPWH) ang imbestigasyon sa flood control scandal kundi dapat suriin din ang partisipasyon ng Commission on Audit (COA) at Department of Budget and Management (DBM) sa anomalya.
Ganito ang posisyon ni Senate Deputy Majority Leader JV Ejercito sa kahilingan ng ilang senador na paimbestigahan sa COA ang conflict of interest ni Commissioner Mario LIpana na nakaliban dahil nagpapagamot sa abroad.
Ayon kay Ejercito, dapat masusing imbestigahan ng COA ang posibleng sabwatanng ilang resident auditors sa flood control scandal na nagdulot ng pambansang protesta hindi lamang sa lansangan kundi maging sa loob ng paaralan at arena.
Partikular na tinukoy ni Ejercito ang resident auditor sa Mindoro at Bulacan na talamak sa ghost projects sa flood control kabilang ang halos lahat ng imprastraktura na itinayo ng DPWH sa lalawigan ni dating Majority Leader Joel Villanueva.
Sa ginanap na deliberasyon ng Senate Committee on Finance sa pamumuno ni Senador Sherwin Gatchalian, kinuwestiyon ni Ejercito si COA Chairperson Gamaliel Cordoba kung nakapaglunsad ang ahensiya ng sariling imbestigasyon sa resident auditor na nakatalaga sa district offices na may iregularidad tulad ng Bulacan at Mindoro.
Bukod sa DPWH, naniniwala si Ejercito na dapat isentro din ang imbestigasyon s COA na maaaring kasabwat ng iba pang ahensiya.
“This is not only DPWH, but of course, it is the primary agency that really undertook or implemented these substandard or ghost projects, together with the proponents,” ani Ejercito.
“But, the DBM (Department of Budget and Management) was also mentioned; COA was also mentioned,” giit ng senador.
“I hope they (COA) would investigate, because DPWH officials in the First District and Engineering Office have testified that people from the DBM and COA are also part of the collusion,” paliwanag ni Ejercito.
Kahit wala pang pormal na kaso ang inihahain, sinabi ni Ejercito na nabigo ang ilang auditor na kumilos kaagad sa red flags na proyekto na dapat managot.
Sinabi ni Cordoba na nagsasagawa ng imbestigasyon ang Fraud Audit Office ng COA hinggil sa anomalya at isusumite sa komite ang inisyal na findings sakaling matapos ang internal process.
Iminungkahi naman ni Ejercito na gumamit ang COA ng geotagging technology, na malaki ang maitutulong sa duplikasyon ng proyekto.
“With physical verification, you cannot falsify documents. Because it’s satellite-driven,” giit niya.
