BATAS VS FLOOD CONTROL PROJECTS, PALALAKASIN NI SOTTO: ‘MINAMANIPULA NG CONTRACTOR’

Nais ni Senate Minority Leader Vicente “Tito” Sotto III na palakasin ang batas hinggil sa flood control projects at iba pang imprastraktura ng bansa dahil tila minamanipula ng private contractor ang sistema pabor sa kampanya.
Sa pahayag, mahigpit din na kinondena ni Sotto ang talamak na material representation ng construction industry kaya aamendahan ang Construction Industry Authority of the Philippines (CIAP) at Philippine Contractors Accreditation Board (PCAB) Law.
Isinagawa ni Sotto ang pahayag matapos mabulgar ang kuwestiyonableng istruktura ng pagmama-ari ng ilang construction companies na iniuugnay sa mag-asawang . Pacifico at Cezarah Rowena Discaya, base sa CTA Case No. 10472, St. Timothy Construction Corporation versus Bureau of Internal Revenue.
“Records showed that these corporations are owned, operated, and represented by Mr. Pacifico Discaya, Ms. Cezarah Rowena Discaya, Pacifico Discaya II, Ma. Roma Angeline Rimando, and Darryl Mark Pesigal, all either relatives or employees of the Discaya,” giit ni Sotto.
Kinumpirma ng PCAB na itinuturing itong material misrepresentation sa corporate ownership at registration.
Nabahala din si Sotto sa usaping kung paano hahabulin ang pananagutan dahil gumagamit ng ilang address ang mga kompanmya saka nagtanong na: “Saan sila hahabulin kung iba-ibang ginagamit na address?”
Ibinabala din ng senador na may ilang contractor na nagtatayo ng bagong kampanya o sole proprietorship kapag ibinasura ang kanilang lisensiya kaya sinasamantala nila ang butas ng bats upang makaiwas sa regulatory safeguards.
“PCAB Executive Director Atty. Herbert Matienzo affirmed that such practices may indeed fall under material misrepresentation,” ayon kay Sotto.
Iginiit pa ni Sotto na kailangan ang mas malakas na kapangyarihan, mahigpit na koordinasyon at mas malinaw na pagpapatupad ng batas sa buong Department of Public Works and Highways at Department of Trade and Industry upang masugpo ang pang-aabuso.
Sa pagpapahayag ng buong suporta sa Blue Ribbon Committee’s probe, sinabi ni Sotto, “We are hoping that this precisely will be the result of your committee—the legislation that we need to do with PCAB, we need to overhaul PCAB.”
