99 YEARS LAND LEASE EXTENSION LAW, BATAS NA – ESCUDERO

Tuluyan nang naisabatas ang amended Investors’ Lease Act of 1993 na palalawigin ang lease contract ng dayuhan mula sa kasalukuyang 75 taon tungo sa 99 taon matapos itong lagdaan ni Pangulong Ferinand Marcos Jr., ayon kay Senate President Francis “Chiz” Escudero.

Sa pahayag, umaasa si Escudero na mas maraming foreign investors ang mamumuhunan sa Pilipinas bilang magandang lugar ng pamumuhunan sa pagsasabatas ng panukalang palawigin ang land lease contract sa 99 taon.

Ayon kay Escudero, principal awtorng batas na nilagdaang ito nitong Septembre 3, 2025 na inaamendahan ang   Republic Act No. 7652 o ang Investors’ Lease Act of 1993 upang palawigin ang  lease contracts ng foreign investors mula sa kasalukuyang maximum na 75 years.

“Foreign investors have long complained about the prohibitive provisions of our laws regarding the ownership of land by non-Filipinos. Businesses will never place their funds in destinations where there is uncertainty in laws and regulations. This law will go a long way in addressing these concerns,” aniya.

Ayon sa lider ng Senado na krusiyal na konsiderasyon ang pagmamayari ng lupain para sa imbestor kapag namimili ng pagtatayuan ng negosyo dahil hindi maglalagak ang sinuman kapag daring ang maikling panahon na palalayasin lang din sila.

“We may be strategically situated geographically, have a predominantly English-speaking workforce, and have among the hardest working people in the world, but unless there is stability in the investment environment, none of these advantages we have will help us in competing for investors,” aniya.

Nakatakda sa batas na maaaring gamitin lamang ang inuupahang ari-arin sa itinakdang gamit sa inaprubahan at inirehistrong pamuhunan.

 “Failure by a lessee to commence its investment project within a period of three years from the signing of the lease contract may result in the revocation of all entitlements granted under this law,” paliwanag ni Escudero.

“The lease contract is renewable upon the mutual agreement of the parties concerned.,” dagdag ng senador.
