Pulitiko, tablado na sa pamamahagi ng ayuda, probisyon inilagay ni Lacson sa budget

Upang maiwasan ang pang-aabuso ng mga politiko sa pamamahagi ng ayuda sa 2026, nagpanukala si Senate President Pro Tempore Panfilo “Ping” M. Lacson kamakailan ng isang probisyon sa 2026 budget na nagbabawal sa anumang interbensyong pulitikal sa distribusyon ng cash assistance.

Sa panahon ng pagtalakay ng mga amyenda sa 2026 budget bill, nagmungkahi si Lacson ng probisyon upang mapanatiling malayo sa partisanong pulitika ang mga programang pangkalinga ng pamahalaan.

“There must be no room for political exploitation and manipulation of the government programs in any shape or form, especially when those at the other end are already suffering. To politicize a social welfare program is not only unjust but also inhumane,” aniya.

Ayon sa bagong probisyon ni Lacson, “no incumbent public official, electoral candidate, politician, or any of their representatives shall be allowed to be present in, participate in, influence, or otherwise take part in the conduct, facilitation, or distribution of any cash assistance, nor shall any political signage, branding, paraphernalia, or activity be displayed or conducted within the distribution area.”

Nakasaad din na ang sinumang personnel ng DSWD na papayag o magpapahintulot sa anumang ganitong uri ng pakikialam ay sasailalim sa administratibong parusa sa ilalim ng umiiral na civil service rules.

Samantala, itinulak din ni Lacson ang paghihigpit sa paggamit ng P13-bilyong contingent fund, sa pamamagitan ng pag-alis sa katagang “such as, but not limited to,” at nililimitahan lamang ang paggamit nito sa mga legal na obligasyon ng National Government na nagmumula sa final at executory decisions ng mga kinauukulang awtoridad gaya ng compromise agreements, arbitral awards, mediation settlement agreements, at mga professional services na kaugnay nito; mga pangangailangan ng bagong likhang opisina; o kakulangan sa pondo para sa local at external travels ng Pangulo ng Pilipinas.

“The current language on items eligible for funding under the Contingent Fund effectively grants the Executive branch broad discretion to finance projects without adequate congressional scrutiny. To prevent this fund from becoming prone to abuse and misuse, this proposal clearly restricts its use to the three defined criteria, as mentioned above,” aniya.

Bukod dito, isinulong din ni Lacson ang isang bagong special provision para sa “disaster rehabilitation and reconstruction assistance program,” dahil sa matinding pinsala at patuloy na pangangailangan para sa pondo ng rehabilitasyon dulot ng mga nagdaang bagyo at lindol.

“To ensure that the appropriations are responsive to the needs of the affected local government units, the funding must align with the approved local rehabilitation and recovery plans (LRRPs) and be strictly substantiated by the post-disaster needs assessment (PDNA),” sabi niya.

Dagdag pa, inatasan ang Department of Budget and Management na tiyaking maipapalabas ang pondo sa unang quarter ng fiscal year, basta’t maisumite ng mga LGU ang lahat ng kinakailangang dokumento para sa implementasyon ng proyekto.

Ang pag-disburse at paggamit ng pondo ng mga LGU ay sasailalim sa mga probisyon ng R.A. 12009, pati na rin sa mga umiiral na patakaran sa accounting, budgeting, auditing, at iba pang ilalabas na guidelines para sa layuning ito.

Nagpanukala rin si Lacson ng suporta para sa Barangay Development Program ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), kabilang ang paglalagay ng malinaw na timeline sa pag-release ng pondo, na mahalaga para sa matagumpay na implementasyon ng programa.

Gayundin, hinihikayat ang mga duly accredited civil society organizations na lumahok bilang mga observer at magbigay ng feedback sa implementasyon ng mga proyekto.

“The engagement of civil society organizations (CSOs) as part of the social accountability measures is indispensable for transparency and critical in securing the public’s trust for the program,” aniya.

Samantala, itinulak din ni Lacson ang probisyon sa budget bill para sa programa para sa senior citizens at Persons with Disability (PWDs).

Lahat na national agency, government-owned and controlled corporations at local government units ay magtitiyak ng Filipino sign language interpreters at accessible materials para sa public transactions, services and facilities.

“The amended special provision guarantees that the government will comply with existing laws requiring Filipino Sign Language interpretation and accessibility, as well as international commitments that promote support to Persons with Disabilities to ensure their effective participation in society,” aniya.
