Top 10 Bills and Index ni SP Chiz para sa 20th Congress, NAI-SUMITE NA!

Ang top 10 na mga panukalang batas ni Senate President Chiz Escudero ay inihain na sa unang araw palang ng 20th Congress. Ito ay sumasalamin sa kanyang mga priyoridad para sa lokal na awtonomiya, pagpapalakas ng Small and Medium na Negosyo (MSMEs), transparency sa gobyerno, at pagpapabuti ng kalagayan ng mga empleyado ng pamahalaaan at guro. Narito an gang kanyang top 10 bills:
•An act prohibiting any form of interference by national government agencies with the use of the national tax allotment and locally-generated revenues of local government units – Layuning iwasan ang anumang panghihimasok ng national government sa paggamit ng National Tax Allotment (NTA) at lokla na kita ng mga LGU.
•To further strengthen local autonomy through a more rationalized system of decentralization amending for the purpose Republic Act Number 7160, as amended, otherwise known as the “Local Government Code of 1991” – Naglalayong amyendahan ang Local Government Code of 1991 para mas maging epektibo ang desentralisasyon at awtonomiya ng mga LGU.
•An act promoting business competitiveness by providing temporary tax relief to single proprietorships, cooperatives, partnerships or corporations classified as micro, small and medium enterprises – Ito ay para magbigay ng pansamantalang tax relief sa mga micro, small, at medium enterprises (MSMEs) para makatulong sa kanilang pagbangon.
•An act promoting business growth and recovery by reducing the cost of business compliance for micro, small and medium enterprises, amending for the purpose the National Internal Revenue Code of 1997, as amended – Bawasan ang gastos sa pagsunod sa regulasyon ng mga MSMEs sa pamamagitan ng pag-amyenda sa National Internal Revenue Code ng 1997
•An act mandating government officials and employees to execute and submit a written permission to examine, inquire or look into all their deposits and investments, thereby waiving the Bank Secrecy Law as provided for under Republic Act Numbers 1405 and 6426 – Obligahin ang mga opisyal at empleyado ng gobyerno ba agbigay ng pahintulot sa buksan ang kanilang bank accounts para sa transparency.
•An act providing an increase and an automatic adjustment mechanism in the Personnel Economic Relief Allowance (PERA) granted to government employees – Taasan ang PERA at maglagay ng automatic adjustment mechanism para sa mga empleyado ng gobyerno.
•An act reinstituting mandatory credit allocation for micro, small and medium enterprises, imposing fines and penalties for noncompliance, and for other purposes – Pilitin ang mga bangko at financial institutions na maglaan ng pondo para sa MSMEs, kasama ang parusa sa hindi pagsunod.
•An act providing for the redevelopment of condominiums, amending for the purpose Republic Act No. 4726, as amended, otherwise known as “The Condominium Act” – layuning amyendahan ang Condominium Act para mapadali ang redevelopment ng mga lumang condominium.
•An act establishing a tripartite council to address the problems of unemployment, underemployment, job-skills mismatch and technology-induced job displacement, and appropriating funds therefor – Naglalayong gumawa ng council para tugunan ang unemployement, underemployement, at epekto ng automation sa trabaho.
•An act lowering the compulsory retirement age of teachers and non-teaching school personnel of the Department of Education from sixty-five (65) to sixty (60) years old – Layuning ibaba ang retirement are mula 65 hanggang 60 taong gulang para sa mga guro at non-teaching staff ng DepEd.
Kung maipapasa, maari itong magdulot ng malaking pagbabago sa ekonomiya, gobyerno, at sector ng edukasyon. Subalit, kailangan pa itong dumaan sa masusing debate at pag-aaral sa Senado at Kamara.
